There are dueling allegations of misconduct between the heads of Rochester’s troubled Police Accountability Board. The suspended executive director, Conor Dwyer Reynolds, is saying he was sexually harassed by his boss and suspended after reporting it. The PAB’s lawyers say in a court filing obtained by City News that Reynolds mismanaged the new agency, creating a working environment of “confusion, tension and paranoia.”

Reynolds made the accusations against PAB Chair Shani Wilson in a piece he posted on the blog site Medium. He said WIlson made repeated sexual advances on him, which he rejected, and he found himself suspended in mid-May after filing a complaint against her with the state and the city.

Wilson vehemently denies this. Reynolds is on leave pending an investigation by an outside attorney.

The court documents obtained by City News, were authored by Associate General Counsel for the board Chenoa Maye. They were also filed as a complaint with the State Division of Human Rights.

Maye accuses Reynolds of harassment and racial discrimination.

The PAB is now in a hiring freeze, and the president of City Council must approve all its spending.
