State Police charged a 26-year-old Rochester man with violating Leandra’s Law Wednesday night after they stopped him driving his two children while he was high on marijuana.
Troopers say they stopped Scott Smith Jr. for speeding on I-490 in the city and smelled marijuana on him. Smith surrendered a bag of the drug and told them he’d been smoking it about an hour before. His two six-year-old girls were in the back seat.
Smith was arrested on numerous charges including driving without a license and endangering the welfare of a child. The children were turned over to their grandmother.
