The special legislative session called this week by Governor Cuomo has ended with an agreement on a Lake Ontario flood relief package and a number of downstate issues that had been holding up some key agreements.

The agreements in the legislature do include critical sales tax extenders for county governments, although Governor Andrew Cuomo and the Assembly favored dealing only with Mayoral Control of New York City Schools. The State Senate pushed for a global bill that included the the one-penny addition on the sales tax that funds 53 local county governments.

That measure was approved, although Cuomo said it should wait until states know what Congressional health care legislation will do with medicaid funding.
