State Police have arrested a Southern Tier man on a 
second count of conspiracy to commit murder.
Thirty-year-old Brandon McPherson of Horseheads in Steuben County was previously arrested on a first count of the same charge in December, for conspiring with another person in a murder-for-hire plot. Troopers say their investigation found he also talked with another person about having the same target killed, so the second charge was filed.
McPherson is being held on $10,000 bail. He was on active duty with the Navy, assigned as the military recruiter at the Arnot Mall near Corning.
