Senator 
Charles Schumer is prodding CSX to allow the City of Rochester onto the property along its tracks through the Charlotte Neighborhood…where the city wants to clean up water pooling alongside the railroad line.
The senator says with mosquito-borne diseases on the increase the neighborhood wants to get rid of the swampy area and the mosquito breeding ground. Schumer held a news conference near the site along with residents and city officials.
The city says it will go in and drain the water if the railroad will give it approval and allow it access to the land.
