A Rochester man has been arrested by Ontario County authorities on an animal cruelty charge after witnesses saw him beating a puppy with a stick and dragging it down a trail in Boughton Park by its leash.

The Ontario County Humane Society, Ontario Count Sheriff’s Office and State Police responded to a 911 call, and after an investigation they arrested 47-year-old Albert Tomlin, Jr.

He was found to be in possession of two 11-week-old Rottweiler puppies which were confiscated and are being held at the Ontario County Humane Society.
