A Rochester man has been charged with making a terroristic threat and aggravated harassment after phoning in a bomb threat to City Hall.
Police arrested 59-year-old James Nichols for making the call to the city’s 311 system on Wednesday afternoon.
City Hall was evacuated and the Bomb Squad swept the building but found nothing suspicious.
