Rochester’s Office of Public Integrity released a 48-page report on Tuesday, finding no violation of any city policy or ethical standards in the death of Daniel Prude after he was restrained by city police.

Tim Weir, the director of the office, said in a statement that the report was based on interviews with city employees, review of relevant city records and examining policies, procedures and ethical standards written into city codes and rules. Weir said they did find several policies, procedures and standards that could be enahanced to improve city operations.

Prude died a week after falling into a coma during an incident March 23rd in which he was restrained and held on the ground by police while having an apparent psychotic episode. Police knelt on his back and put a hood over his head to restrain him. Prude lost consciousness and never regained it.

After the report was released, Free the People Rochester demonstrators gathered on Jefferson Avenue where prude fell unconscious and marched to downtown Rochester in opposition to the report’s findings,

Organizer Ashley Gantt said the city shouldn’t be investigating itself, and needs a public integrity unit that actually has integrity.
