The report commissioned from an outside law firm by the Rochester City Council recommends firing suspended Police Accountability Board Director Conor Dwyer-Reynolds.

The report found Dwyer-Reynolds accusation of sexual abuse against the agency’s former Board Chair Shani Wilson were “not substantiated,” and that his suspension after those allegations were made was not retaliation. Witnesses said there was “mutual romantic interest” between the two. It also found that Dwyer-Reynolds had mishandled confidential city documents, delivering them to reporters and non-city employees on at least eight occasions.

The report concluded that Dwyer-Reynolds was unlikely to change is ways if reinstated, and it recommends that he be fired.

Dwyer-Reynolds was suspended in May. He responded to the report by saying he feels the investigation “vindicated” him and that he’s hopeful of getting back to work at the PAB. The report did conclude that while there was no evidence that Wilson “harassed” Dwyer-Reynolds, her conduct was “wholly improper.”
