Federal prosecutors say the Chief of Staff at a Rochester nonprofit has pleaded guilty to wire fraud charges.
Shirley Boone of Rochester was head administrator of NEAD, North East Area Development. The complaint against her says she falsified paperwork to make it appear that a subsidiary called Freedom Community Enterprises had been paid $45,000 to replace the NEAD building’s roof. No such work was actually done, but NEAD received a grant from the state to cover the costs, which it kept.
The fraud was detected by an FBI investigation.
