Brighton Police say they filed charges of criminally negligent homicide on Friday against 20-year-old Ninoshka Vazquez-Ruiz, the driver who struck and killed a child and her caregiver on November 27th on Edgewood Avenue.
She was charged for the deaths of 9-year-old Mila Ruangsuwana and 45-year-old Elmira Kamilevna Hall. She was also charged with assault for striking and injuring 2-year-old Evan Ruangsuwana, and issued tickets for speeding at 63 miles per hour in a 30 mph zone. She was also charged with driving without a license.
Vazquez-Ruiz is scheduled to appear in Brighton Town Court on February 12th.
