The mother of a 9-year-old Rochester girl who was handcuffed and pepper sprayed by police last week has filed notice of her intent to sue the city.
Elba Pope gave interviews to a number of Rochester news outlets along with her attorney saying there was no reason and no excuse for the police action.
Police were called for family trouble to a home on Avenue B Friday, where they were informed that the child had seen her parents argue, become upset and ran from the house, and might be suicidal. Police caught up with the girl, and as she threw a tantrum they handcuffed and pepper sprayed her when she fought being put into a patrol car.
City leaders and state officials up to Governor Cuomo have condemned the police conduct.
