A man accused of cutting off his ankle monitor and escaping from New York State Parole Officers was arrested Tuesday morning by U.S. Marshals.
21-year-old Aspha Rookwood was arrested in Chili near the intersection of Routes 259 and 33. Marshals say he had a loaded handgun in his possession.
Rookwood was on parole for criminal possession of a weapon and was released from prison in October. He violated parole a month later.
