The American Lung Association is giving New York State a “D” for its anti-smoking programs. In its “State of Tobacco Control” report, the anti-smoking group found New York failing to implement programs it says are proven to reduce tobacco use.

That’s mainly raising the purchase age for cigarettes or tobacco to 21 and providing more access and funding for anti-smoking programs.

New York isn’t alone in earning a “D” from the Lung Association. Most states and the federal government rate the same. New York does rank “A” for its anti-smoking in the workplace laws and “B” for its high cigarette taxes.
