In what’s become a biannual ritual, the man who raped and murdered a Penfield girl in 1962 has been denied parole.
James Moore is now 81 years old. He was sentenced to life in prison in 1963, but became eligible for parole 34 years ago. Since then his case has come before the state parole board every two years, and every two years the board has turned him down. This is the 18th time he’s been denied parole.
Moore admitted to sexually molesting 17 other girls before strangling and raping Pamela Moss, then throwing her body into a gravel pit.
The Monroe County District Attorney’s Office mounts a regular appeal each time to keep Moore behind bars until he dies.
