Monroe County Executive Adam Bello has ordered the county’s Office of Public Integrity to investigate policies and management of the county’s Children’s Detention Center, following the arrest of a second staff member.

Gregory Bodine, 49, is charged with obstruction of breathing and endangering the welfare of a child. His follows the arrest of 23-year-old John Kanu for allegedly allowing teenage inmates of the center to fight in a disused bathroom.

County officials say it may no longer be appropriate for the County Department of Human Services to manage the detention center. DHS employees are trained in conflict resolution, but do not have all the resources that County Jail Deputies have available. They say the nature of youth inmates has changed, with the detainees getting older and more violent. Many are awaiting trial on homicide and illegal gun charges.
