A 29-year-old Rochester man is under arrest after neighbors spotted him stealing a package from the front of house on Cypress Street and called 911.
Police caught and arrested Tony Babbers on a petit larceny charge for taking packages of the front steps of the home. Police say the items were Christmas presents for a child.
