New York State’s Commission on Judicial Conduct has released documents that show former Judge Matthew Rosenbaum was being investigated for making “improper and at times abusive demands of court staff.” The documents say the judge created a hostile work environment over the 14 years he served as a State Supreme Court Justice.

The commission’s report does not include details of the complaints against the judge, but they say he continuously implied that continued employment in the judicial system meant submitting to his demands.

When informed of the allegations and investigation against him, Judge Rosenbaum opted not to be sworn in for the second term he’d been elected to, and instead resigned. By doing so, he does’t have to admit to anything and the details remain confidential.
