An Elmira man pulled over for a traffic violation on I-390 in Livingston County turned out to have 3.5 grams of cocaine and more than $2,500 in cash on him.
Deputies charged 51-year-old Richard Howard with felony criminal possession of a controlled substance and also with intent to sell cocaine. He’s being held without bail because of prior felony convictions.
