Governor Andrew Cuomo said late Friday morning that schools may open across New York State next month, thanks to the state’s low COVID-19 infection rate.

Cuomo says he wants two things done by each of New York’s 749 public school districts: he wants them to post their plans for remote learning online for parent to see, and he wants them to specify how children will be tested if one of them turns up running a temperature.

Cuomo also wants all school districts to hold at least three public meetings, probably online, where parents and teachers can raise questions and have them answered. He says the “Big 5” districts, which includes Rochester, should have five such forums between now and August 21st.

The governor says there are still 127 school districts that have not submitted their reopening plans to the state, and another 50 that state health and education officials consider to be incomplete. They’ll be advised on Monday what they have to do in order to be ready to reopen.

Most districts, including Rochester and the suburban school systems, are using hybrid models. Students will be in classes two or three days a week, and the rest of the time be learning online while the schools are cleaned and disinfected.
