The Rochester City Council by a split vote approved rezoning the former Colgate-Rochester Divinity School land for residential development. The vote was 5-3.

Developer Angelo Ingrassia plans two apartment buildings on the side, plus conversion of some existing buildings.

Many neighbors of the Highland Park area spoke in opposition to the plan, saying they fear traffic and noise problems. A petition signed by more than 1,000 people was delivered.
