Authorities in three counties have charged a Penfield contractor with taking thousands of dollars from people for home repairs and upgrades…and then never doing the work.
Ryan Frawley and his York Enterprises have been in court before on similar charges, except his company was then called Harris Ground Management. He pled down to a misdemeanor charge and it’s now suspected that he used his new victims’ money to pay back his former victims.
Frawley is now charged with defrauding customers in Brockport, Palmyra and Victor, taking about $14,000 in advance from them and then never getting the work started.
