An audit of the Rochester City School District by the State Comptroller’s Office has found major issues with the district’s payroll handling, causing errors that are costing taxpayers and either overpaying or underpaying some employees.
The RCSD says in its response that it’s already caught where two of the errors occurred and is moving to fix them. It says it’s accepting Comptroller Thomas DiNapoli’s 16 recommendations for tightening up its financial practices.
DiNapoli’s report says district payroll processes have been disorganized, highly decentralized and not uniformly administered. Although the dollar amounts were small, amounting to about $356,000 out of $3.8 million in payroll for the 45 employees they sampled, they found errors in more than 90 percent of the paychecks.
DiNapoli says the sheer number of mistakes is cause for concern. The district has nearly 7,000 employees and an annual payroll of about $865 Million.
