Rochester’s city planning commission has approved a plan to replace the former psychiatric center tower on Elmwood Avenue with a hotel, apartments, townhouses and commercial buildings.

The project will require an estimated $11 million demolition of the 17-story tower. Area resIdents have raised concerns about traffic on Elmwood and the area south of Highland Park because of the project.

A City Council vote could come next month.
