Legislation sent by Mayor Lovely Warren to the Rochester City Council would sell three city parking garages to three different private development teams who plan to renovate and improve them. But a city government critic says one of those developers is linked to DHD Ventures, which is under investigation by the FBI as part of the Morgan Management mortgage fraud scheme.
Warren wants to sell the East End Garage on Main Street for more than $4 million to Tom Masachi and his partners. Masachi owns the nearby 111 East Avenue apartment building, but he’s also a principal of DHD Ventures. Rachel Barnhart of Rochester For All says the city shouldn’t put its assets into his hands while the investigation is going on.
Warren would sell the Mortimer Street Garage next to Sibley Square to the Sibley Square developers, Gilbert Winn of the Winn Companies and Bob Bartosiewicz of CGI Communications for just over $3 million. She would lease the Genesee Crossroads Garage next to the Genesee River for just over $3 million to developers Robert Gordon and Chris Hill.
The deal would hold parking rates steady through next year.
