Rochester voters overwhelmingly approved a civilian Police Accountability Board for the city, approving the referendum by a vote of 75% to 25%.

The approval came despite opposition from the Locust Club, the Rochester patrol officer’s union, which has vowed to fight the board in court. The referendum directs City Council to enact legislation establishing the civilian panel which would set police conduct rules and have the authority to discipline officers accused of violating them.
