Rochester’s Planning Board has voted in favor of demolishing the old Rochester Psychiatric Center tower on Elmwood Avenue in favor of a mixed-use apartment and retail development. That’s over the objection of some neighbors who worry the project at Rochester’s southern boundary will cause traffic bottlenecks.

Others supported the project at the board meeting, saying they’re tired of looking at the 17-story derelict building.

Developers want to replace it with a pair of smaller apartment buildings, a townhouse complex and three commercial buildings including a new hotel.

South District Councilman Adam McFadden supports the plan.
