A draft audit shows the City of Rochester is failing to meet its goals and also to catch people who are abusing the system that tries to make sure local minority and women-owned businesses get a fair share of its contracts.
The Democrat and Chronicle says a copy of the preliminary audit report, commissioned by the city to check on its progress, found that record keeping is faulty, and the city doesn’t adequately follow through to make sure companies promised the contracts actually got the work.
The audit has been seized on by Mayor Lovely Warren’s primary election opponents, Rachel Barnhart and James Sheppard. But the mayor’s spokesman says she deserves credit for commissioning this audit to check on the city’s performance and looking at how to fix the problems.
The final audit hasn’t yet been released. The D&C says it got ahold of a draft copy dated from December.
