Monroe County 911 says a brief power outage this morning was caused by an outside contractor doing some electrical work. Backup generators quickly took over and 911 operators moved to a backup location and went on taking calls. Rochester Police Officers called to the 600 block of St. Paul Street late last night found a 22-year-old city man had been stabbed…and arrested a 23-year-old woman for stabbing him. The victim was taken to Strong Memorial and went into surgery. He’s expected to recover.
